SEDM also introduced a new form that allows you to use the standard DS-11 form, but to include as a short attachment a new form that defines all the terms on the DS-11 form that are defined in neither the form or the law so as to preserve your sovereign status. This prevents them from rejecting the form, which will then be THEIR form, but also ensures that no false presumptions are made about the meaning of terms on the form. By rejecting your application, they are attempting to induce “privilege induced slavery” so as to compel you to surrender your sovereignty to procure government privileges. This constitutes a violation of your rights that gives you standing to sue them if they won't accept this new approach.

What she is saying is to quote 26 USC 1441, 1442, and 1443, which describes who are “withholding agents”. This is also described in the Federal and State Withholding Options for Private Employers book, Section 3 at:

She is saying that you can't be a withholding agent unless you fit one of these three categories, and most PRIVATE employers don't. Therefore, they can't legitimately be called “employers”. The tax is on a “public office” and all “public offices” must be exercised ONLY in the District of Columbia, pursuant to 4 U.S.C. 72. In the I.R.C., a “public office” is defined as a “trade or business”. See:

A person who is a nonresident alien not engaged in a “trade or business” as defined in 26 CFR 1.871-1( 😎 (i) cannot truthfully be called an “employee” pursuant to the I.R.C. The only way they become an “employee” under the I.R.C. is to voluntarily sign a W-4 withholding agreement pursuant to 26 USC 3402(p) and 26 CFR 31.3401(a)-3(a). Otherwise, you are just a “worker” and not an “employee” and the person you work for is not an “employer” in relation to you.

Because I have not been able to find any basis in law that authorizes either. We don't recommend doing anything that can't be defended successfully with evidence and law to a jury.
