dmiladin, welcome aboard.
No one is baby sitting you. But take the Ba-ba out of your mouth just the same and listen to your cyber cohort.
Filing W – 4 Exempt is so year 1999. 😀
I agree with you, only you can determine what to do and when, but for starters, read the About US pages at FG and SEDM, and their respective website disclaimers and software licensing Agreements.
Read the legal pamphlet titled the “The Legal Basis for the Term Nonresident Alien”.
You need a paradigm shift in how you go about dealing with the IRS, banks, loan sharks, mortgage companies, etc.
Try not to fall into the trap of arguing about things that are inconsequential.
Search the FG and SEDM websites and read up on the subjects of domicile & taxation, use of presumption, nonresident alien position, trade or business scam, definition of term “United States” in Hooven & Allison v. Evatt, separation of powers, and federal jurisdiction.
That should take you about 6 months of solid reading and reflection.
In about Month 5, go and apply for a USA Passport without using a social security number. Study the free material on the FG website and figure it out.
And in between all that, re-read the Declaration of Independence and USA Constitution about 45 times each, during the 3rd month.
Try never to forget, in modern US commerce, the request for a social security number is done under the presumption that the activity or event is somehow related to the conduct of a “trade or business” with the District of Columbia (i.e. federal United States”)
when you give others a social security number ( it is NOT really yours, but is owned by US Govt.), they will turn around and create Information Reports, such as W-2 wage Statements or 1099 Forms. And these Information Reports are based upon FALSE PRESUMPTION and must be rebutted.
You should not be using a Form 1040 and 4852 Form!!!
If you read the regulations you will see that no identifying numbers are need from foreign persons. And a foreign person under the IRC is a nonresident alien, who is most often born and domiciled within one of the 5o American Union states.
Finally, before you do all the above, go back and re-read the other post in this thread.
Good luck.

WOW!
What can I say.
This potentially could have been quite a compelling document.
But somewhere it got off track, became unfocused and rambled on.
As a True Sovereign, I do not need to do a Declaration to anyone.
But if I ever did do a declaration of Sovereignty, I am quite sure it would be focused exclusively on my sovereignty and rights thereto, and it would not project outward, and insist that People who read MSM are “dupes”.
Or that illegal immigrants are the cause of so much rape and pillage.
Or, that so many elected officials have committed Treason and will be punished forthwith. . . . . . by the “PEOPLE”. . . . . . . . but only if they have 'sovereignty'.
I do not know Andrew C. Wallace, but as far as a I can tell, A.C. Wallace writes like a Freedom-Loving neophyte who only just recently, learned how to spell the word C-o-n-s-t-i-t-u-t-i-o-n without having to refer to a dictionary.
I am always suspect of people like A.C. Wallace who strain as they exhort such lofty ideals in their writing, but have not got a clue as to how to live like a free man should.
recall, that for all of his chutzpah and intellect, Irwin Schiff, the de-tax guru applied for and accepted social security benefits, then he bitched and complained when the federal government took his federal benefits, and he did this, while arguing against himself in court and got buried under false presumption.
Folks, do not look to the suspect and questionable writing of A.C. Wallace to regain your sovereignty.
You have to do it yourself.

Heh, heh, heh, heh, heh.
And here, all this time, I thought that in the past 90+ years, the IRS never lost a court trial.
Go figure.

LOL
Back in the 1970s, a boozing Congressman named Wilbur Mills, I think that was his name, from Ohio, crashed his car in a tidal basin in/near Foggy Bottom, and was busted by the cops with a prostitute in his car who was all wet.
It was a big scandal.
It was kinda like Chappaquidick, except without the lies and cover-up.
Ron Paul is a protector and a defender of the USA Constitution.
That said, he wears multiple hats. And lives, I am sure, a very interesting life.
Living as a Citizen in the Texas Republic, he is a sovereign man, a free man, when acting in a private capacity. Like when he is practicing medicine. Which, ironically, is a licensed profession.
Ron Paul, as a result of his official capacity in the U.S.Congress, is also engaged in the conduct of a trade or business (i.e. a public office) when he is at his day job in D.C..
This means HE MUST pay income taxes to the IRS.
Just because Ron Paul honors his oath of office, and he defends the USA Constitution, DOES NOT detract that when he is inside his D.C. office, even though he retains his Constitutional rights, he is still engaged in the excise taxable activity of a trade or business.
And Ron Paul must pay the price in income taxes, for his public pulpit.

In fact, it is my new conclusion that the District of Columbia is perhaps one of the most safest places to live. . .
(I know you are laughing right now but hear me out) At least if one were to live in the District of Columbia, they can (with confidence and with little doubt say) – I have an individual right to bear arms and protect myself if threatened in my castle (my home)
[post=”5081″][/post]Ohh, I don't doubt that one who is hanging out in their “crib” a/k/a “castle” sipping a .40, is less likely to have a home invasion because NOW the perp. may have doubts about whether or not the homeowner is armed.
I am just confused about how this all of a sudden makes the District one of the safest places to live???
In all candor, I think you have made a great leap of faith to then conclude that Washington, D.C. is one of “the safest places to live.”
Umm, I spent some time in D.C. over the years, and I know on the other side of the Capitol building it is not a nice neighborhood. It is just as dangerous than any other American inner city like Newark, Camden, Detroit, Dallas, or Miami.
And that is ignoring the fact that in event of a nuclear war with China or Russia, the District is “target rich” so to say.
So, the idea of getting incinerated in a nuclear war while living in D.C. versus, say, living safely on the plains of Kansas, is always an option and perhaps should be one lifestyle consideration.
But the D.C. and VA school systems might be better than Kansas' too. So you got that to consider.
D.C. has its safe spots and its danger zones, just like any other city does. The crime has alot to do with the time of day too. It is safer during daylight hours, generally speaking, except when the U.S. Congress is in session. Then it can get pretty scary when all the criminals, I meant, “Congress critters”, are present to vote.
But strolling through Georgetown, M Street, and down Wisconsin Ave. on a early Friday nite is probably pretty safe. . . .sometimes.

In large measure I agree with you.
I agree that some years ago, I too believed that one did not have any constitutional rights inside the federal zone.
For several years I misunderstood and misapplied Downes v. Bidwell and the Insular cases. And then like you, I learned.
One thing I have learned since with respect to the codes and laws inside the federal zone, comes primarily through two publications of the then United States General Accounting Office, now known as the Government Accountability Office.
The subject of the two GAO research reports, published about 7 – 10 years apart, was how the U.S. Territories and possessions were managed by the U.S. Congress and Executive branches since inception, and the controlling U.S. Supreme Court case law.
See:
http://www.gao.gov/a…998/og98005.pdf
I came to understand that the Congress has enacted legislation that made some provisions of the US Constitution applicable inside the Insular Areas. But I never knew this when I was misapplying Downes v. Bidwell, et al.
In any event, my perspective is the issue is not that one does not have constitutional rights inside the federal zone, the real issue is the general loss of sovereignty that occurs inside of EVERY federal zone, and all that that entails.
Whatever rights or privileges one has inside any federal zone, i.e an U.S. Insular Area, it is absolutely true these rights are granted only by the Congress or the President.
As far as your 4th contention and whether the U.S. Congress would ever openly declare, “This is the District of Columbia! You have no rights!” – goes, I have long gotten the sense that the US Congress is usually far, far subtler than that when they set about trampling or trying to trample on the People's Rights.
But, as you know better than most, they usually hide their legislative excesses, in plain sight buried in the “details”.
Our U.S. Congress generally hides the jurisdictional reach of most codes and laws, somewhere buried within itself. Few of us can discern this due to overly complex codes and laws. But that is a different discussion altogether.
As a group, we Americans fail in our interpretation of the legislative reach of the U.S. Congress, and society ends up granting the Congress way, way more than their lawful authority inside the 50 states.
Bottom Line: The People DO NOT HOLD their servant Congressperson accountable, but through elections, which are often rigged.
Just look at the territorial restrictions and geographic limitations of the REAL ID Act.
In a nutshell, anyplace where the United States Government possesses “exclusive legislative jurisdiction”, can not be a place where Americans would want to live, regardless if one is armed or unarmed inside their home.
Personally, I think we are collectively a stronger nation if every home was armed and had adequate protection.
And this is a Right that has long existed in the states and was only recently BESTOWED upon the residents of D.C. via the Heller case.

NYC353, welcome to the FG Forums.
I do not know of any book on territories written in 1956 – 57.
However, I think you may be referring to the seminal, landmark Intergovernmental study conducted by the U.S. Government that dealt with federal jurisdiction within the several Union states.
It was published in two parts. If you use worldcat, you can discover if a library near you has it. I know the New Jersey state Library in Trenton has it.
If you exert a little effort, you can easily find what you are looking for on the Web,by using the info I gave you in this reply post.

Very good insights, Franklin, but in matters of law, Wikipedia is of lesser dignity than the USA Constitution, Revised Statutes, and positively enacted Title 40 of the UNited States Code.
I never recall hearing a term called “independent cities”. but my hunch is that if said city has their own local county court system, than usually, located not to far from said county court, is the seat of government for the city/county.
Manhatten is the smallest county in the USA.
I want to suggest that you first go an read 40 USC 255.
40 U.S.C. ? 255 provides in relevant part:
“Notwithstanding any other provision of law, the obtaining of exclusive jurisdiction in the United States over lands or interests therein which have been or shall hereafter be acquired by it shall not be required; but the head or other authorized officer of any department or independent establishment or agency of the Government may, in such cases and at such times as he may deem desirable, accept or secure from the State in which any lands or interests therein under his immediate jurisdiction, custody, or control are situated, consent to or cession of such jurisdiction, exclusive or partial, not theretofore obtained, over any such lands or interest as he may deem desirable and indicate acceptance of such jurisdiction on behalf of the United States by filing a notice of such acceptance with the Governor of such State or in such other manner as may be prescribed by the laws of the State where such lands are situated. Unless and until the United States has accepted jurisdiction over lands hereafter to be acquired as aforesaid, it shall be conclusively presumed that no such jurisdiction has been accepted. “
Read it several times. Then look underneath and get the cite to the underlying Statutes at Large from, I believe, the
Next, read this legal opinion at
http://ago.nol.org/local/opinion/index.htm…details&id=1321
Then read what the US Attorneys say:
http://www.usdoj.gov/usao/eousa/foia_readi…e9/crm00664.htm
Now, go back to 40 USC 255 and look at the legislative history and you will discover that in the past 6 or 7 years, the US Congress has been tinkering with 40 USC, and this can not be good. Especially if Congress admitted that their tinkering was to remove “contradictions”.
That is a lie by Congress.
Congress' focus on 40 USC coincidentally dovetailed with the THM focus on 40 USC 255, starting at the historic WTP Conference held in early 2000.
If you wish to read what was 40 USC 255, you now must go to 40 USC 3111 and 3112.

Good luck.
I traveled all over France and loved it.
If I could afford it, I would love to live in France!
It is ironic, you wanting to be here in USA, and me wanting to be over there in France.

Hey Barack!
Whose your daddy?

Bonjour,
Dude, you are present in the USA illegally. And that is not good.
If you are unwilling to obey and respect the Immigration laws in USA, I suggest you return to gay Paree (Paris) and re-enter the USA legally.
The FG website and Forums do not condone illegal and unlawful behavior and your actions demonstrate that you are and have broken the laws of immigration.
Not good.
Although in your defense, I admire your honesty in admitting in your lead post, that you are an illegal alien from France.
Besides all that, this is not a game or a scam we do here. We, those of us who are nonresident aliens under 26 USC 7701 [1] , always pay 100% of all income taxes for which we are liable.
The FG Forum is full of honest, law abiding people who insist on the just application to the rule of law.
As such, we expect our servant US Government to obey the law.
Likewise, we also expect that aliens and nonresident aliens alike, as well as sovereign state Citizens, and federal U.S. citizens, will also obey all applicable laws.
I have no advice for you except to ask you to begin obeying and respecting America's immigration laws, before you try and learn what you can do to lawfully stop paying income taxes.
Au revoir.

Hmmm, seems like Larry sure has forgotten quite a bit of law since he betrayed the THM several years ago.
Yes, Larry won some HUGE victories years ago, but he also created some bad case law as well.
Becraft's credibility as a legal scholar is marginal at best and suspect all around. His motives are questionable every time he opens his mouth and speaks publicly.
Anyone of any credibility within the THM already knows this.
Anyone that hires Becraft as their legal counsel, will, I am certain, get exactly what they deserve. Nothing more, and possibly, quite alot less.
Larry is very good these days shepherding his clients off to prison.

This just in:
Former IRS Commissh Mark Everson, who cheated on his wife and violated his marital vows, apparently was having sex with Paige Roberts,CEO of Red Cross in Mississippi, who, like Everson, was also married and had two children. 😮

http://bigheaddc.com/category/paige-roberts/
http://www.sfbayview.com/20071205657/News/…_cover-up_.html
Can you say “rut-roh?”
Anywho, according to 2 high ranking red Cross Board Members, it looks like Paige is pregnant with Mark Everson's love-child. 😕
Time for another”rut-roh”.
But it gets far worse, for the luv Doctor Marky-Mark ''Lets Do Lunch Paige” Everson, during a routine Drs. visit to her OB/GYN, the Roberts/Everson luv-fetus was reported to have screamed from the womb, “I AM A NONRESIDENT ALIEN!!! SHOW ME THE LAW!! NO ANSWERS, NO TAXES!!!”
And who said the apple doesn't fall far from the tree? LOL
The IRS has announced a tax audit of the OB/GYN, starting with a proctological exam
In separate news, WTP organization is trying to obtain the fetus' email address, so it can email the unborn child a fund raising solicitation APPEAL.

very good video but for Naomi's confusion about needing to save our, ahem,”democracy”.
Her cluelessness about something so essential as “what is a democracy”, only affirms that she is part of the problem.
I will buy her book and study it.
Thanks franklin, for posting this.

clap,clap,clap,clap,clap!!!
Bravo,sir!!! Bravo!!!
What happens?? What happens??
I will tell you what happens.
America become a nation of People enthralled with “Reality” TV shows and these People use their discretionary time to immerse themselves in all manner of “escapisms” –lest they actually stop and think about how their servant federal and state governments are enslaving them and have tricked them into surrendering their unalienable and Constitutional rights.
