You'll have to bare with me. Your question is a leading one. It is similar to asking “Have you stopped beating your wife?” I imagine that you have your own understanding that you are trying to superimpose on me or assume that I have your exact understanding. That is not possible.
Let me say this. I am not currently engaging in a taxable activity as per the IRC. In this situation, the answer to your question could possibly be (no). It is possible, however, that I may engage in a taxable activity in the future so then the answer to your question could be (yes).
Maybe your question should be refined at bit. The definition that I am aware of in the code is:
Taxpayer – one who owes a tax
In this situation, one who owes a tax is one who engages in a taxable activity and generates an amount of income that exceeds the exemption amount. The term “Income Tax” is a bit of a misnomer. It is not the income that is taxed. It is the activity that is taxed. The amount of income is only used to calculate the amount of tax. It is still possible to engage in a taxable activity and not be a tax payer simply by not generating income over the exemption amount.
Now, what about people who are forced to pay a tax that they do not owe? There are people who are not “taxpayers” but who do pay a tax because they are being forced to pay against their will.
So, from my perspective, asking someone if they are a “taxpayer” or not is a strange question.

Glad to meet you. I have been studying the material on this site since I first joined Oct 04.
The term taxpayer has different meanings in different contexts of course. Since you brought up the context of the IRS, I will have to say that a taxpayer is someone who engages in a taxable activity as per the IRC. So, my answer would be contingent upon said activity.
My only problem with the IRS, if any, is that they don't appear to be following their own code. I wouldn't use the word “fight”. As of now, we are in agreement.

Hmmm Well I'm having a different experience altogether.
In December of 2004 I applied for a passport and used FG's modified DS-11.
I showed a BC and work ID and entered zeros for the SSN. The clerk was puzzled but accepted the app anyway since it met the criteria for acceptance.
I never heard anything at all until now. An agent from the Dept of State has been knocking at my door. The first time, he went knocking on neighbor's doors. One neighbor was home and was asked if he could identify me from the picture the agent had. The neighbor agreed that it was me in the photo and asked what it was all about. The agent said it was standard procedure since 911.
At the time the neighbor was telling me this I had no idea what it was about. The neighbor thought I was applying for a government job.
I was home this past Monday when the doorbell rang. I looked out the window and saw an unfamiliar car. Then the person left and drove away. The license tag was from a whole state away so he drove pretty far.
He left a note asking me to call him about the passport app from 2004.
Why wait so long to contact me?
Why come to my house from a whole state away?
Why not send a letter first?
What could he possibly want to know?
I don't even care about the passport now. I have no need for it.
It would be cool if I got it though being properly recognised as a “National”.
No idea what to do really,
For now I'm just reading and re-reading FG's info on “Nationals” and “Passport Apps”.

the passport place has rejected my requests 3 times… making BOGUS cites that a “national' must be from the Swain or Somoa Islands. They give me the same form letter back, and take my expedite money too.
I figured calling them up is a waste of time, as their stupid INA procedure documents say incorrect things, and they follow them as if it were law.
annoying to say the least.
