That's simply a statement that is put on any legal notice normally sent to the government or businesses but not private individuals. It is used in order to ensure that service of process is effected properly so that the recipient doesn't reject service if they are not the agency or person specifically addressed. This imposes the burden upon the recipient of serving the proper party within the government or business they work for after they personally receive service of the notice or correspondence. It is related to but not found in Federal Rules of Civil Procedure Rule 4(h) at:

You're absolutely right! Nice job! Some specifics:
1. You are correct that the current version of the MF Decoder does not decode MFT 55. The current version is 1.91.
2. MFT55 is in fact listed in the Year 2003 IRS 6209 manual on p. 4-12.
3. The next version will have this field decode added based on JWR's astute comments.
