Most state and federal jury summons ask if you are a “U.S. citizen” and tell you that if you aren’t, you can’t serve on jury duty. What they are doing, in effect, is to say: “Serving on jury duty is a taxable privilege. If you don’t want to be a slave of the state by claiming to be a U.S. citizen and thereby making yourself responsible to pay taxes, then we’re going to deny your fundamental right to serve on a jury.” Therefore, you should respond to the jury summons by saying one of the following:
