44 Appendix 3 -- Civil Cause of Action Codes

If the referring agency provides your office with a program code, insert the program code in item 9 on Form OBD-230, Deposit Slip. If no agency program code is available use the appropriate cause of action code.

There are two types of Civil Cause of action codes; general codes and specific codes.

The general codes are two-letters; the four-letter codes listed below them are more specific. If a case does not fit into a specified category, the general code should be used. For example, CO should be used for a commercial litigation case that is not covered by any of the specific commercial litigation codes.

AADMINISTRATIVE MATTER includes non-case related matters requiring one hour or more of attorney time, such as commenting on proposed legislation, citizen correspondence, etc.

AD ADMIRALTY includes claims involving seamen, ships, a ship's cargo or other maritime property, and aids to navigation if not a civil penalty case.

AP REVIEW OF ADMINISTRATIVE AGENCY ACTION, including claims under the following Administrative Procedures Acts:

    APMA Mandamus - suits seeking to compel official action

    APSA Sunshine Act

    APRF Reverse FOIA - suits by private parties to prevent government disclosure of information

AN ANTITRUST

CO COMMERCIAL LITIGATION (collection of U.S. claims for money)

    NOTE: This category does not include enforcement of civil judgments resulting from contested proceeding such as frauds, penalties, damage to government property, etc. These judgment enforcements will be processed by opening the collections record (USA-117B) after the judgment has been imposed.

COOC Other claims related to federal assistance programs

COSL Student Loan Defaults

COBA Bankruptcy - Priority of U.S. Claim at issue
