The agent did get mad when I said they lacked jurisdiction or authority to hand me the summons, and stammered that he had &#8220;downstream&#8221; authority from a supervising agent with an E badge, which was not true. My two witnesses (one of who was an attorney) found my presentation compelling, and said the agents looked like what they heard from me was truly news to them. Write a notarized letter that conditionally accepts paying the fee, &#8220;upon proof of claim&#8221;&#8212;that is, prove you&#039;re liable, that they have jurisdiction, etc. </p>

I wasn&#039;t in DC in &#039;04, though, perhaps it was a a different year if we met.</p>
