<p>Recently as I am stuck with the methods available to me, I decided to change my w-4 (sorry Author #2 but they won&#039;t accept anything else) and I got a email back that they can change my federal settings but not the state (OR) since I am &#8220;locked in&#8221;, then they sent me a copy of the letter they got from the state. </p>
