    The point is that you did not ask AndyK all of these questions. AndyK states that he is a taxpayer. Yet, you don't seem to have a problem with him being on this forum, in fact you invited him to come. I am sure that you were aware of his background.

    If you are not going to harass everyone with these questions, please relent.

    Recently, you invited AndyK (a known IRS employee) to debate on this forum. Here's an idea, why not allow any who want speak the chance to do so, as long as they are not in violation of the forum's rules? If KT, or others, has violated the forum's rules, please point it out, so that he can come into compliance. Otherwise, please start attacking issues, not individuals!

    Look at your letter, your assessment letter, is likely a Proposed Assessment letter. You should respond within 90 days. the 1099s are not signed under penalty of perjury, therefore, your statment, signed under penalty of perjury, should rebut any claim that the IRS think that it has over your earnings.

    The code states that those who are “liable” must pay the tax. How do you determine if you are “liable”? The code says that the Secretary must assess a tax, signed under penalty of perjury, have you recieved an tax assessment lately? I have never received a personal tax assessment in my life. However, I have received a proposed assessment, and if you don't respond to this notice in 90 days, the IRS will assume that you agree to this assessment. The IRS will try to get you to go to Tax Court as the plaintiff, you are then considered guilty until you can prove otherwise, you will likely lose.

    Otherwise an individual may assess himself/herself, by signing a form (mostly the 1040) under penalty of perjury. Have you done this recently, are you about to? If you do, then you have volunteered to pay the tax. If you did not sign 1040 you are in a stronger position to rebut IRS claims.

    Unofficial proposed assesment, why doesn't Mark Everson, IRS Commissioner; or the IRS's attorneys, or employees sign the documents under penalty of Perjury to make them official?

    Oh, you have been told that you must volunteer, or else? I know that I have been told this. This is where the fraud, threats, duress, and coercion (TDC) come into action.

    look around this website for more information, before you make your final response. Check the W-8 out further. Of course these are just a few ideas to give you aid in your situation. Please review the great thread Dept. of Justice will NOT pursue. Perhaps others will help.

    PayPal admits to receiving a summons, but twice the article states that the IRS has been given permission to ask.  If they are only asking, Paypal can simply say “no”. 

    Whenever I see the term 'IRS' in the public media, I suspect it's a 50/50 mix of lies and propaganda.  Once again the IRS makes it quite clear that they should NEVER be trusted.

    His unjust imprisonment at the hands of the IRS, DOJ, et al., only toughens my resolve to resist this tyranny of the two trillion dollar beast. I am sure that many others feel the same.
