Does anyone have a way for my employer to quit withholding SS payments?

I’ve already taken them to small claims court but was unsuccessful.

Do you sue the IRS for overpayments?  I cant get the IRS to respond either, they’re not sending me a return(I sent form for overpayments) on it or answering any of my questions.
