EDITORIAL: HJRes48 Rights extended by the Constitution – authors should change it to rights guaranteed by the Constitution. The Constitution does not extend rights because it cannot give rights. All it can do is guarantee them.
In any case any entity that does not have the right to vote in elections should not have the right to influence elections directly or indirectly.
Think of the impact. Right now the rush of immigrants to the US, including refugees, illegal aliens, and citizens of territories of the US (like Puerto Rico), bring their wretched cultures, including attitudes about rights/limits on rights, with them, and those turn out to become predominantly liberal/leftist. Such people should not be allowed voting rights until after indoctrination and opportunity to assimilate. That applies particularly to Muslims (rapists, Shari’a fans), Ibero Americans (average IQ 87, accustomed to graft and bribery), and Puerto Ricans (virtually all Democrats), and other West Indies people such as those of Haiti (where the average IQ, according to some accounts, is 65 but is likely not higher than 80).
We believe the Constitution should be amended with a requirement for a responsibility test. It should require IQ of at least 90, knowledge of the Constitution, no felony history, no addictions to alcohol or drugs, and financial self-sufficiency, except for those receiving social security or workers compensation or other insurance benefits, or inheritance. Positive id like finger print, retina scan should be required to register and to vote. It should be consider axiomatic that one cannot “support and defend” a constitution one has not read or studied.
This is why I believe the Constitution needs an amendment creating the Advice and Information Branch. It should keep all records of government, and provide open public access via internet, operate courts of inquiry and prosecution of government operatives/employees accused of abusing the public, train and screen jurors, train prospective voters and government employees on the Constitution, scrutinize the credentials of prospective government employees and candidates for public office and reject those not qualified, annotating their records of the rejection, and monitoring government to ensure no one in government hires them. It should also receive public complaints of government abuse and ensure that grand juries of the US, States, and Counties get copies so they can indict public employees who abuse their power or commit crimes or breach their loyalty oaths. The main problems with government are missing or bad quality control. Government should have the power to hire only electors.

JOINT RESOLUTIONProposing an amendment to the Constitution of the United States providing that the rights extended by the Constitution are the rights of natural persons only.
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States:
“Article —“ Section 1. The rights protected by the Constitution of the United States are the rights of natural persons only. Artificial entities, such as corporations, limited liability companies, and other entities, established by the laws of any State, the United States, or any foreign state shall have no rights under this Constitution and are subject to regulation by the People, through Federal, State, or local law. The privileges of artificial entities shall be determined by the People, through Federal, State, or local law, and shall not be construed to be inherent or inalienable.
“ Section 2. Federal, State and local government shall regulate, limit, or prohibit contributions and expenditures, including a candidate’s own contributions and expenditures, to ensure that all citizens, regardless of their economic status, have access to the political process, and that no person gains, as a result of that person’s money, substantially more access or ability to influence in any way the election of any candidate for public office or any ballot measure. Federal, State, and local governments shall require that any permissible contributions and expenditures be publicly disclosed. The judiciary shall not construe the spending of money to influence elections to be speech under the First Amendment.”.
