Mr. President,
I have just finished reading an article on the legal definition of "Gross income" at the website known as TAXGATE.COM. This article has compelled me to write to you this day to inform you that I support the proposed solutions to the abuse of the people by the IRS set forth by Representative Bill Archer.
Specifically, I agree with the agreed strategy between you and Congressman Archer, in that we do not need to scrap the present Internal Revenue Code and IRS. Such an idea to the contrary is unworkable
There is talk of an oversight Commission, but the fact of the matter is, that is what the Commissioner's Office is for. What the People need is the implementation of your Citizen Review Panels to oversee the IRS on cases where there are complaints of abuses of the People, IRS power, and the law, so that there can be some assurance of the Service's compliance and operation with not only the letter of the law, but also the Regulations by which it has been agreed by the Secretary of the Treasury and the Congress that it would operate in accordance to.
I understand the present situation, and am happy that Congressman Archer has done something to derail the efforts of Dick Armey, as anyone who knows the true nature and purpose of the income tax, knows that his suggested taxation solutions will not work. The flat tax and National Sales Tax proposals are not only Constitutionally dubious, but are also not economically feasible.
I also understand that both the ideas will not work, in light of the final report from your now defunct Office of Generational Tax Averaging, which reported that the average lifetime income tax percentage, for those born after 1994, will be 83%. Keep in mind, that is with our present system, where the average tax percentage is over 50% (conservatively), a flat tax of 17% is nakedly unworkable.
In relating your Office's numbers to the National Sales Tax, I cannot condone, or see myself or anyone, paying a National Sales Tax of 83% on everything purchased, plus the local sales taxes.
It is apparent that the solutions provided by your Republican opponents will not really work and are just rhetoric to use against your Administration. Besides, some agency will have to collect these taxes, and if we cannot make the present agency obey the Acts of the Congress, what will cause the People to believe that the Congress can make the new agency obey its laws?
That is right Mr. President, We the People are seeing the truth, and we know that it is the fault of the Congress and ourselves that the IRS is out of control, not you. For if we had been paying attention and been involved, one of your predecessors would have been called into accountability a long time ago, for the Executive Rebellion over at the Treasury Department.
We see the Congress changing the burden of proof as a sincere effort to make amends on this very sensitive issue, which it has ignored or feared handling for so many years. I support Congressman Archer's plan, as I believe that we must make the best of what we have, and that means making the IRS obey the written law and agreed regulations. I wholly support any plan for the appointment of any Commission that will force the IRS to apply the letter of the law to each and every case, and thus restore the rule of law.
I support you in every effort to restore lawful government within the Treasury Department, as you are the Chief Executive Officer, and not only have that authority, but that duty to We the People.
As for your desire to make abusive IRS employees liable for damages, there are already laws on the books for this, but those who seek redress against IRS employees acting outside of the law find themselves up against U.S Attorneys, who are given the job of defending the employee's personal actions. Subsequently, the Federal Judges, in most every case, dismiss the case for failure to state a claim whenever the U.S. Attorney submits anything so entitled to the Court.
So, it is apparent that we do not need a new law here, but I must ask you what it is that you are going to do to correct these additional abuses by the Justice Department and the Federal Judges?
What are you going to do about the illegal IRS CID investigations of U.S. Citizens, living and working in the U.S., which is not within the admitted and published authority of the IRS CID?
What are you going to do about those who are wrongfully imprisoned, due to the illegal investigation, searches, illegally acquired evidence, and testimony of the IRS CID?
I expect some answers from your Office in a timely fashion, as I am bringing your attention to this massive problem of the reign of terror by your Departments, and I want to know when you are going to make them stop, as you are at least responsible to make this terrorism end.
Should I not hear affirmatively from your Office within 30 days from your receipt of this letter, I will be left to presume that you are choosing to give aid and assistance to the Executive Rebellion terrorizing the People of this Republic.
